In the wake of heightened security concerns and recent cross-border tensions, Prime Minister Narendra Modi has unveiled a robust, multi-layered master plan to ensure that the common citizen faces no hardship during any national emergency. The government’s approach is built on seamless coordination, technological innovation, and community resilience, aiming to guarantee operational continuity and citizen safety.
 
Key Highlights of PM Modi’s Emergency Master Plan
  • Whole-of-Government Response: All ministries and departments have been directed to conduct comprehensive reviews of their operations, focusing on readiness, emergency response, and uninterrupted functioning of essential services such as health, power, telecommunications, and transport.
  • Institutional Synergy and Communication: PM Modi has stressed the need for institutional synergy, clear communication, and alertness. Ministries are tasked with maintaining close coordination with state authorities and ground-level institutions to ensure real-time information flow and rapid response.
  • Strengthened Civil Defence and Critical Infrastructure: The plan includes bolstering civil defence mechanisms, securing critical infrastructure, and countering misinformation to maintain public confidence and prevent panic.
  • Community and Technology-Driven Approach: The updated Disaster Management Act 2025 mandates the creation of Disaster Resilience Cells in every district, supports Community Emergency Response Teams (CERTs), and leverages AI, GIS mapping, and mobile-based alert systems for faster, targeted action.
  • Transparent Relief and Recovery: A new National Disaster Risk Reduction Fund (NDRRF) and expanded insurance coverage ensure swift economic recovery for affected families. Mobile registration and relief claim processes have been introduced for ease of access.
  • Mandatory Drills and Education: Regular safety drills in schools, hospitals, and industries, along with disaster education in curricula, empower citizens to act effectively during crises.
PM Modi’s master plan reflects a proactive, technology-enabled, and citizen-centric approach, ensuring that even in emergencies, the daily life of the common man remains undisturbed.
