TRAI Unveils Satellite Spectrum Guidelines: A Game-Changer for India's Space Connectivity

The Telecom Regulatory Authority of India (TRAI) has released its much-anticipated recommendations on satellite-based spectrum assignment, marking a significant step toward enhancing India's satellite communication ecosystem. The framework aims to balance affordability, government revenue, and industry competitiveness, ensuring efficient spectrum utilization for satellite services.

Spectrum Allocation & Pricing Framework
 
TRAI has proposed administrative allocation of spectrum for satellite-based services, with pricing reviewed every five years.
 
Geostationary Orbit (GSO)-based Fixed Satellite Services (FSS) will be charged 4% of Adjusted Gross Revenue (AGR), with a minimum annual fee of ₹3,500 per MHz.
 
Non-Geostationary Orbit (NGSO)-based FSS will have an additional ₹500 per subscriber per year in urban areas, while rural users are exempt.
 
Regulatory Stability & Long-Term Spectrum Assignment
 
Spectrum will be assigned for five years, extendable by two more years based on market conditions.
 
Pricing and terms will remain stable during this period, ensuring predictability for satellite operators.
 
Industry Collaboration & Competitive Landscape
 
TRAI has urged satellite operators to coordinate spectrum usage in good faith, minimizing interference risks.
 
The government may consider spectrum splitting, similar to FCC’s model for NGSO systems in the U.S., if coordination fails.
 
Infrastructure Development & Gateway Regulations
 
TRAI has proposed special permissions for satellite earth station gateways in remote areas, even within IMT-identified frequencies.
 
Gateways must be operational within 12 months of approval, preventing site scarcity issues.

TRAI recommends government subsidies for NGSO user terminals in underserved rural areas, bridging the digital divide.
