Recognizing the current literacy rate at 72.6%, below the national average, the state aims to educate over 25 lakh adults annually, focusing on women, tribal groups, and marginalized populations.
The program operates through community-based literacy centers at Anganwadis, schools, and public spaces with flexible schedules to accommodate working adults. Volunteer teachers guide small batches through a 100-hour curriculum integrating reading, writing, digital literacy, financial awareness, and civic education.
Real-time monitoring under a convergence model involves multiple government departments to maximize impact and reach. Learners undergo biannual assessments via the Foundational Literacy and Numeracy Assessment Test (FLNAT) to track progress.
