Women’s Quota Bill Fails Lok Sabha Test, Marking Major Setback For Government

The defeat marks the first major legislative setback for the Modi government since 2014. Despite strong backing from the treasury benches, opposition parties united against the bill, citing concerns over delimitation and representation, ultimately preventing its passage.  

Voting Outcome  

Out of 528 members present, 298 supported the bill while 230 opposed it. The government needed 352 votes to secure the constitutional amendment, but resistance from opposition parties proved decisive.  

Opposition’s Stand  

Opposition leaders argued that linking women’s reservation with delimitation unfairly tied two separate issues together. They accused the government of holding women’s aspirations “hostage” to political calculations.  

Government’s Position  

Union Home Minister Amit Shah defended the bill, stating that delimitation was essential to ensure fair representation for SC/ST communities alongside women’s quota. However, the opposition rejected this reasoning, leading to heated debates in the House.  

Implications  

The failure of the bill delays the implementation of women’s reservation in the Lok Sabha and state assemblies, which was expected to take effect ahead of the 2029 general elections. It also raises questions about the government’s ability to build consensus on constitutional reforms.
