As a strategy in movement to enhance development and governance, the government has deployed experienced senior officials as mentors to different districts of the country. They are 12 seniors-nine IAS, one IFS, and two JKAS officials-to be posted in major districts in Jammu & Kashmir to facilitate administrative control in the wake of increased security challenges along the Indo-Pak border. These mentors shall provide guidance to district administrations in areas of development plans, security preparedness, and inter-departmental coordination in order to impart effective governance.

The above programme reinforces initiatives by bigger government like NIELIT's Mentor-Mentee Programme focusing on digital skilling and capacity development through guiding youngsters and local bureaucrats by experienced seniors. These mentoring programmes will act to plug the governance vacuum, facilitate development of skills, and foster independence at the ground levels.

The utilization of veteran mentors is likely to build a robust support network for district officials, enhancing crisis handling and accelerating momentum in development goals.
